Hair Elasticity Loss - Need Advice

My hair used to be very soft long and wavy to curly, now it is dry and frizzy in some spots and in other spots its very dry to almost burnt looking. Elasticity loss, no bounce and no curl or even a nice wave. Parts of my hair also has noticeable breakage. I look like a street rat! Please help!
